KPAC's CLM Reports

KPAC PNG’s Community-Led Monitoring (CLM) work is driven by a strong commitment to community leadership, accountability, and continuous learning. Over recent years, KPAC has led the introduction, testing, and national rollout of CLM across Papua New Guinea, capturing valuable lessons from local communities and service providers.

Together with UNAIDS, KPAC has documented their experience, successes and learnings of developing CLM in the PNG context, and rolling out the KPAC CLM of HIV and Health Service quality and coverage in PNG.

The CLM Recipe Book of PNG is the flagship publication documenting this journey. It highlights how CLM has evolved in the PNG context, showcasing the models, processes, and partnerships that underpin the approach. The report includes detailed case studies, implementation stories, and recommendations for strengthening community-led systems.

Supporting this core publication are a number of Annexes to the report, along with a detailed Presentation, and an Annotated Bibliography which offer deeper insights into implementation experiences, community reflections, and practical examples from the field. These reports are designed for partners, donors, and community organisations who wish to understand or adapt KPAC’s model of CLM in their own settings.

Resources from KPAC's CLM in PNG

In addition to its reports, KPAC PNG has produced a suite of practical resources and tools that underpin the success of CLM implementation nationwide. These materials have been developed, tested, and refined through extensive field use with community monitors, provincial coordinators, and local health partners.

The [CLM assessment tools and templates] provide standardised frameworks for data collection, issue tracking, and service feedback, ensuring that evidence gathered from communities is consistent, credible, and actionable. Facilitator guides, checklists, and reporting templates help organisations adapt the CLM approach to their local contexts.

Complementing these tools are a series of [activity reports, learning briefs, and reflection summaries] from KPAC’s provincial and national CLM activities. These capture insights from training sessions, provincial dialogues, and review workshops, illustrating how data and lived experience combine to drive improvements in HIV and health service quality.
