National Advocacy

KPAC PNG leads national advocacy efforts aimed at driving systemic change in Papua New Guinea’s HIV and health response. Through evidence-based policy engagement, multisectoral collaboration, and coalition-building, KPAC works to ensure that the rights and needs of key populations and people living with HIV (PLHIV) are fully integrated into national strategies, policies, and programs.

Our advocacy is grounded in community-led data and lived experience, making it both responsive and inclusive.

Data-Driven Policy Influence through CLM

KPAC continues to use findings from Community-Led Monitoring (CLM) to shape provincial and national HIV programming. Insights gathered directly from affected communities are presented to stakeholders, ensuring that services are more aligned with real needs.

National role on the PNG HIV Technical Working Group

KPAC PNG represents the collective voice of key population communities on Papua New Guinea’s National HIV Technical Working Group. Through this platform, it advocates for inclusive, evidence-based policies and ensures that national decisions reflect the realities and priorities of those most affected by HIV.

Faith-Based Advocacy: Engaging Church Leaders

Recognizing the powerful role of faith institutions in shaping public attitudes, KPAC—alongside PNG Christian Leaders Alliance (PNG CLA), Office of the High Commissioner for Human Rights (OHCHR), UNAIDS, and National AIDS Council Secretariat (NACS)—has conducted targeted workshops for church leaders.

Our Advocacy Pillars

KPAC’s national advocacy is guided by four key pillars:

  1. Rights-Based Policy Reform

  2. Inclusive Multisectoral Engagement

  3. Community Empowerment and Representation

  4. Evidence-Driven Accountability Mechanisms

By aligning advocacy efforts with these pillars, KPAC ensures a coordinated, inclusive, and sustainable approach to health equity in Papua New Guinea.
