What We Do

KPAC PNG is the Key Population Advocacy Consortium of Papua New Guinea, a unified national body representing seven key and affected population networks. Our aim is to ensure that the voices, rights, and needs of KPs are central to policy-making and service delivery in PNG.

KPAC PNG delivers and supports a number of different programs and activities, which are outlined below.

KPAC National Response Centre

The National Response Centre (NRC) is KPAC’s central operational hub for the Community-Led Monitoring (CLM) initiative.

Designed to ensure timely and community-driven feedback, the NRC serves as the primary point for data coordination, public inquiries, and issue resolution.

Through its accessible communication channels, the NRC connects communities with vital health information and services, while supporting national-level advocacy and accountability in the HIV response.

KPAC Community Sunset Health Hub

The Community Sunset Health Hub, located in Gordons, NCD, is run in collaboration with the Department of Health, NCD PHA, CCHS, KPAC and partners. It delivers accessible, community-led STI and HIV services to key populations and vulnerable groups, ensuring timely prevention and care in the face of rising infections.

Community Led Monitoring

The KPAC Community-Led Monitoring (CLM) Framework is a nationwide system that amplifies the voices of key populations and people living with HIV through three interconnected platforms — Virtual Spaces, Communities, and Facilities — delivered via five monitoring modules that capture real-time, routine, and observational feedback.

Data is collected and analysed against seven key dimensions of service quality, including accessibility, availability, acceptability, equity, respect, effectiveness, and responsiveness, measured through fourteen community-defined quality indicators.

Together, these elements form a robust, evidence-based framework that informs advocacy, drives accountability, and strengthens the overall quality and inclusiveness of the HIV response in Papua New Guinea.

Peer-Led Outreach

KPAC PNG leads a dynamic peer outreach program across the National Capital District, placing community leadership at the heart of the HIV response. Outreach is delivered by trained peers from key population communities, ensuring services are accessible, trusted, and responsive to the real needs of those most affected by HIV.

Through door to door engagement, community visits, and settlement outreach, peer workers provide vital information on HIV prevention, testing, treatment, and care. They distribute condoms and lubricants, promote PrEP, support safer practices, and link individuals directly to friendly health facilities for testing and counselling, and provide peer testing.

The current peer-led outreach program in NCD is funded by the Australian Government, via Catholic Church Health Services (CCHS).

National Advocacy

KPAC PNG leads national advocacy efforts aimed at driving systemic change in Papua New Guinea’s HIV and health response. Through evidence-based policy engagement, multisectoral collaboration, and coalition-building, KPAC works to ensure that the rights and needs of key populations and people living with HIV (PLHIV) are fully integrated into national strategies, policies, and programs.

Our advocacy is grounded in community-led data and lived experience, making it both responsive and inclusive.

Supporting KPAC's national members

As the national secretariat, KPAC PNG plays a central role in strengthening and supporting its member organisations to lead effective, sustainable, and coordinated community responses.

Through tailored capacity building, governance mentoring, and organisational development, KPAC helps members to grow their leadership and systems while maintaining strong community roots. The secretariat also supports members to access funding opportunities, implement joint programs, and engage in collective advocacy—amplifying their impact and ensuring the voices of key, vulnerable, and affected populations are heard at every level of decision-making in Papua New Guinea.
