In June 2026, the Key Population Advocacy Consortium (KPAC) PNG team joined hands with the Eastern Highlands Provincial Health Authority to carry out the second round of Community-Led Monitoring (CLM) in Goroka. Over three days, community monitors visited eight health facilities and spoke directly with clients accessing HIV, STI, antenatal, and family planning services — gathering real stories about care, access, and dignity.

Through 97 interviews, monitors captured how people experience health services — what’s working well and where improvements are needed. The activity also included refresher training for six key population monitors, helping strengthen their confidence and skills to lead community-based monitoring.

CLM is about partnership, not criticism. It empowers communities most affected by HIV to shape the services they rely on, using evidence built around the “Seven A’s” of quality health care: Availability, Accessibility, Acceptability, Affordability, Appropriateness, Accountability, and Awareness.

The insights from Goroka will be compared with the 2025 CLM scorecard, showing how far services have come and where more action is needed. By turning community voices into data and dialogue, KPAC’s CLM program is helping make HIV services in Papua New Guinea more responsive, equitable, and people-centred.

‘The welcome from the EH PHA Management team and OICs of the clinics upon our visit was embarked as a 2nd journey to see the progress of the 1st CLM Findings. The OICs/Sister-In-Charge welcomed us CLM team with open heart and smile telling us the struggles and looking forward to the 2nd CLM findings based on the 2nd round of CLM 3 – Facility Exit Interview. This initiative was delivered by KPAC PNG, in collaboration with the Eastern Highlands Provincial Health Authority and local community monitors, with support from FHI 360, the Global Fund, and Health Equity Matters — partners committed to strengthening community leadership and accountability in the HIV response.
